In <br />particular, she had concern over giving the authority over to a "designee". She noted she would prefer to <br />change it to "authorized designee". <br />MOTION/SECOND: TrudelBlanchard to Approve Resolution No. 5002, Authorizing Officials to Execute <br />Various Financial Documents For and On Behalf of the City of Mounds View, AS AMENDED (changing <br />all "designee" to "authorized designee". <br />VOTE: 5 ayes 0 nays Motion Carried <br />I. Consideration of Resolution No. 5003, Setting the 1997 Preliminary Budget Levy Resolution and <br />Hearing Dates. <br />Mr. Kessell explained that State Law requires that on or before September 15th, all cities pass a resolution <br />setting the maximum levy for the next budget year, adopting a preliminary budget and setting dates for <br />Public Hearings. The city is proposing that the official Public Hearing for the budget be held on Monday, <br />December 4, 1996 at 6:00 p.m. If necessary, it can be continued to December 11th at 6:00 p.m. The <br />Informational Meeting will be held on October 28, 1996 at 7:00 p.m. <br />• Mr. Kessell explained that the council has discussed three different proposals for the proposed property tax <br />levy for 1997, and Resolution No. 5003 has set this preliminary levy at 3.5%. The preliminary levy that <br />the council sets is the maximum levy. <br />MOTION/SECOND: Quick/Linke to Approve Resolution No. 5003, Certifying the 1997 Proposed <br />Operating Budget and Property Tax Levy and Setting the Date for a Public Hearing on Said Budget and <br />Levy Pursuant to State Statutes. <br />J. Presentation of Proposed Quad Ice Rink. <br />Mr. Gordie Voss gave a brief update as to the status of the proposed quad ice rink. At this time, they are <br />waiting to hear from Ramsey County as to what participation they may want to have with the project. <br />He explained that the proposed quad ice rink is a $10,000,000 project.. Of this, $500,000 is to come from <br />the Amateur Sports Commission, and $500,000 from subscribers to each of the four rinks. <br />Approximately $7,500,000 would be debt fmancing based on General Obligation Bonds from Anoka <br />County. If Ramsey County is willing to take one sheet of ice and also agreed to provide the capital for <br />the fourth rink, he feels they would be able to get the securities necessary. The only other option would be <br />for Brooklyn Park to commit to the fourth rink. The fourth rink is necessary in order for the project to be <br />feasible and a commitment must be obtained before the end of the month in order to get funding. <br />K Anoka-Blaine Airport Issues Status Report. <br />Mr. Long, City Attorney explained that he had met with MAC officials to attempt to obtain documents that <br />were required to be implemented and adopted pursuant to the decree. One of these requirements was that <br />MAC adopt a Noise Abatement Strategy for the Blaine/Anoka Airport. At this time, there is only a revised <br />draft of this Noise Abatement Strategy, dated August 1996. Therefore it appears that the decree has not <br />been complied to. At the council work session, he recommended that the Council direct him to send a <br />letter to MAC informing them that they appear to be in violation of the decree by failing to implement the <br />
