Mounds View City Council Page 6 <br />• Regular Meeting April 10, 1995 <br />searching for a police officer candidate should begin, but <br />funding issues should be thoroughly explored. <br />Councilmember Trude said she would be in favor of authorizing <br />the Police Civil Service Commission to begin the hiring <br />process with the stipulation that this issue would come before <br />Council once again before any final decision was made. <br />Hankner concurred that Council should move forward on this <br />issue. There are a lot of funding decisions to be made that <br />are outside of local government's control which could affect <br />the decision to hire another police officer. The Council <br />would be able to shut down the hiring process at any time, if <br />necessary. <br />Hankner stressed the need to prioritize the budget goals for <br />this year. Agoal-setting session had been done in January of <br />this year, but the goals were not prioritized. That will be <br />accomplished in the budgeting process. If an additional <br />officer is actually hired, it will probably mean that <br />something else presently in the budget will have to be <br />dropped. <br />• Trude related that several cities were declining the grant <br />because of the matching obligation. <br />MOTION/SECOND: Quick/Hankner to Adopt Resolution No. 4744 <br />Authorizing the Police Civil Service Commission to Begin the <br />Hiring Process for One Police Officer as a Result of the Award <br />of the COP FAST Grant <br />VOTE: 4 ayes 1 nay (Blanchard) Motion Carried <br />C. Consideration of Resolution No. 4747 Transferring $2012 from <br />Contingency Account to MIS Account for FreeNet Project <br />Samantha Orduno, City Administrator, reported that this was a <br />very exciting opportunity for the City which would fit the <br />goals of FOCUS 2000 to enable better communications with the <br />public and accessibility to City documents. This is an <br />intergovernmental project called FreeNet which would enable <br />the community of Mounds View, along with the cities of <br />Plymouth and Maple Grove, and eventually other communities, to <br />access electronic information from around the Twin Cities <br />metropolitan area. Mounds View has been included with the <br />other communities as a pilot project. <br />It would make information available to the public, such as <br />ordinances, resolutions, indexes, City Council Minutes and the <br />agendas. There are potential interactive capabilities, such <br />
