Mounds View City Council Page 7 <br />Regular Meeting April 10, 1995 <br />as signing up for various programs and activities and <br />establishing electronic communication links with the public. <br />Orduno viewed this project as an opportunity to bring people <br />closer to the whole government experience. <br />The only cost to the City would be for two telephone lines <br />necessary for exclusive use and a commitment to dedicate staff <br />to start loading the database. The funding for the project <br />would come from the Contingency Account. <br />Councilmember Trude felt that, once the system- was <br />implemented, it would free up a lot of staff time and <br />eliminate many phone calls by residents. Eventually, it would <br />probably save the City an administrative assistant position. <br />The FreeNet system would give people the information they seek <br />and demand. <br />Councilmember Hankner said she would be supporting this item <br />but stressed the importance of the Council to be cautious in <br />using funds from the Contingency Account. <br />MOTION~SECOND: Trude/Linke to Adopt Resolution No. 4747 <br />• Transferring $2012 from Contingency Account to MIS Account for <br />FreeNet Project <br />VOTE: 5 ayes 0 nays Motion Carried <br />D. Consideration of Action on Ordinance No. 551 Relating to the <br />Procedure for Shutting Off Water Service for Delinquent <br />Accounts and Amending Title 900, Chapter 906, Sections 906.11 <br />and 906.13 of the Mounds View Municipal Code <br />This Ordinance relates to the procedure for shutting off <br />delinquent utility accounts. As a last resort, the City's <br />collection policy provides that customers who do not pay for <br />their utility services will have those services discontinued. <br />This Ordinance also provides that when notice is sent to <br />delinquent customers, they may request a hearing before the <br />City Council to explain why their service should not be <br />discontinued. This, in effect, gives them a due process <br />provision. <br />MOTION/SECOND: Quick/Hankner to Adopt Ordinance No. 551 <br />Relating to the Procedure for Shutting Off Water Service for <br />Delinquent Accounts and Amending Title 900, Chapter 906, <br />Sections 906.11 and 906.13 of the Mounds View Municipal Code <br />Councilmember Trude stated that she would not be supporting <br />• the adoption of this ordinance for reasons given at a previous <br />meeting. <br />
