<br />• <br />• <br />Page 4 <br />August 21, 1995 <br />Charter Commission at the next regular meeting, scheduled for Tuesday, September 12, <br />1995 at 7:00 p.m. <br />Public Hearing.to Consider a_n Ordinance Change in the Water Replacement Repair <br />Responsibilities. <br />Mayor Linke opened the Public Hearing at 7:05 p.m. <br />Mike Ulrich, Director of Public Works explained that at the July 17, 1995 meeting of the <br />City Council, staff presented an amendment to Ordinance No. 565, Chapter 906.04, <br />Subdivision 4, Liabili for Repairs. A sentence was added as follows: "The <br />Municipality shall provide repair of any impervious surface, should it be necessary in the <br />performance of the repair of a leak or break of the property's service". <br />Mayor Linke closed the Public Hearing at 7:10 p.m. <br />MOTION/SECOND: Hankner/Quick to approve Ordinance No. 565, Amending the <br />Mounds mew Municipal Code Chapter 906.04, Entitled, "Liability for Repairs". <br />VOTE: 5 ayes 0 nays Motion Carried <br />Council member Trude explained that this ordinance was a compromise among the <br />Council members to prevent a hardship situation. <br />Informational Meeting_on Proposal to Update the Citv's Water Meter Reading Sy,Stem~ <br />Mayor Linke opened the Informational Meeting at 7:10 p.m. <br />Mike Ulrich, Director of Public Works explained that the City Council and staff have had <br />a number of discussions in regard to the possibility of changing the City's water meters and <br />meter reading system. This was in response to concerns relayed by the City's Water <br />Utility staff that the water system was not accurately monitoring the real amount of water <br />that is being used by some of the residents. To test the accuracy of the meters, staff <br />conducted a random testing of residential and commercial meters which were installed <br />between 1963 and 1990's. The average accuracy rate was 98% for residential meters and <br />90% for commercial meters. Therefore, based upon the small representation of meters <br />that were tested, the average accuracy of residential and commercial meters was 94%. <br />When the meters were tested, based on annual water consumption and billing amounts, it <br />was estimated that the City is losing approximately $31,000 per year.
