The <br />significant feature for street reconstruction will be a two-thirds <br />charge against property owners when that reconstruction occurs. <br />MOTION/SECOND: Quick/Hankner to Amend Ordinance No. 560 to Reflect <br />the Change of the Standard Width of Streets from 30 Feet to 32 Feet <br />Including Gutter <br />Councilmember Trude commented that changing the standard width of <br />the street could significantly increase residents' costs as well as <br />affect the appearance of their yards by decreasing the lawn area. <br />She felt the City should be built to accommodate the people who <br />live here rather than the people who just drive through. <br />Ms. Trude also expressed concern regarding the additional storm <br />water runoff that would be caused by wider streets. She encouraged <br />residents to attend the Public Hearing on May 22, 1995 to make <br />their concerns heard. <br />Councilmember Quick noted that by building wider streets now, <br />problems would be eliminated in the future that would be caused by <br />narrow streets. Most engineers recommend the 32 foot width for <br />safety reasons. <br />Councilmember Hankner clarified that this action was intended to <br />direct staff to use .the 32 foot width for the presentation of the <br />Ordinance. Opinions from the residents will be heard at the Public <br />Hearing set for May 22. <br />Mr. Quick reported that the last street which was put in had a <br />width of 36 feet. The 36 foot width was at the request of the <br />residents in order to have a safe street. <br />Ms. Trude pointed out that the residents were assessed only eight <br />dollars per foot for the curb and gutter for the 36 foot wide <br />street. The Cities of Mounds View and Fridley split the cost of <br />the asphalt. The policy under consideration at present would <br />assess individual homeowners two-thirds of the cost of the entire <br />reconstruction project of their street. <br />Mayor Linke urged the Council to consider the comments and <br />suggestions that would be offered by the residents at the Public <br />Hearing on May 22, 1995, before reaching a decision on this matter. <br />VOTE: 3 ayes 2 nays Motion Carried <br />(Trude, Blanchard) <br />MOTION/SECOND: Hankner/Quick to Set Public Hearing for 7:10 p.m., <br />Monday, May 22, 1995 to Consider the Assessment Policy and Formal <br />Introduction of ordinance No. 560 <br />
