Page 6 <br />November 13, 1995 <br />Mounds View City Council <br />agenda has been published on the scrolling mechanism for about 5 - 6 days. She believes people are <br />waiting for the progress to finally begin. <br />Council member Blanchard stated her concern is that they as a council told people action would be <br />taken on this at the November 29th meeting. That is her whole objection to this. <br />Mayor Linke stated this was added to the agenda as per his request. The November 29th date that the <br />council was talking about refers to putting it on the taxes and on November 29th (when there will <br />actually be the budget hearing), he will present the reasons for the council action prior to the November <br />29th date. <br />The council is proposing a 0 % levy increase to the budget for 1996. <br />MOTION/SECOND: Trude/Quick to approve Resolution 4843, Amending the 1995 General Fund <br />Budget to Pay for the City's Portion of the Construction of the Pedestrian Bridge over Highway 10. <br />Mayor Linke proceeded to read Resolution 4843. He stated he understands Council member <br />Blanchard's concerns but hopes she can support this resolution. <br />Council member Trude explained that this proposal does not impact the taxpayers. <br />VOTE: 3 ayes 1 nay (Blanchard) Motion Carried <br />Ms. Blanchard explained that she voted against this for the same reasons voiced earlier. She feels <br />there may be people who would have wanted to be present at this meeting to voice their comments. <br />Also council member Hanker is not present and she feels all of the council members should be present <br />to hear the new proposal. <br />1. Consideration of the Construction of a Pedestrian Bridge Over Highway 10 in a Joint <br />City/U. S. <br />Department of Transportation Project. <br />Ms. Mary Saarion, Director of Parks, Recreation and Forestry was present and explained that BRW <br />Engineering was one of six firms who came and presented a proposal to the city for services related to <br />the construction of the pedestrian bridge over Highway 10. The panel recommended that the City <br />enter into a contract with BRW to provide the necessary services and the city requested that they be <br />present at the meeting to give a brief presentation. <br />Two representatives of BRW Engineering were present to discuss the proposed project. They explained <br />that there are two key elements that need to be addressed. One is functional -meaning it must work <br />well, and the second element is aesthetic or visual appeal. They presented a number of slides <br />showing examples of similar projects. <br />Theresa Lexcen, 5229 Jeffrey Dr., asked if a Task Force will be put together to help with the <br />architectural design of the bridge. <br />
