She feels the city has the burden of <br />proof in the feasibility study itself, which they have to do and present to the residents. <br />She feels the criteria allows for active participation, not placing the burden of proof <br />on the residents. <br />MOTION/SECOND: Hankner/Quick to approve Resolution No. 4825, Adopting <br />Street Standards. <br />Vote: 3 ayes 1 nay (Trade) Motion Carried <br />RESIDENTS REQ UESTS AND C OMMENTS FROM THE FLO OR: <br />Mayor Linke explained that this portion of the meeting was designated for anyone <br />who wished to speak to the Council on items that were not on the Agenda. <br />There were no comments from the floor. <br />PUBLIC HEARINGS: <br />There were no Public Hearings scheduled for this meeting. <br />COUNCIL BUSINESS: <br />A. ~ Consideration of Resolution 4826, Authorizing_Ms Sue Kaiser to Conduct <br />Community Focus Groups. <br />Samantha Orduno, City Administrator, explained that at the Council work session, <br />Ms. Kaiser was present to discuss the Community Connections Committee's proposal <br />to conduct focus groups to try to determine community needs and wants and get <br />general information in the community about the possibility of a joint school <br />district/city facility that would meet education, recreation and social service needs. <br />Ms. Kaiser plans to hold focus groups with the following groups: <br />families with elementary, middle and high school students <br />families .with pre-school children <br />students of elementary, middle and high schools <br />senior citizens <br />educational and social service providers <br />customers of adult educational and recreation programs <br />business representatives <br />• <br />
