Mounds View City Council November 8, 2010 <br /> Regular Meeting Page 7 <br /> Council Member Mueller asked if the school district reimburses the City for painting of the track <br /> at Pinewood and Sunnyside Schools. Public Works Director DeBar noted the school district <br /> does reimburse the City. He further reviewed the finances with the Council. <br /> Mayor Flaherty thanked Public Works Director DeBar for his detailed report. <br /> 2. Police Department Quarterly Report <br /> Police Chief Kinney reviewed his quarterly report with the Council. He noted the calls for <br /> service this quarter were in comparable to last year. The department did have some personnel <br /> movement in the third quarter. Sergeant Mike Kampa retired after 31 years of service in law <br /> enforcement. He will be greatly missed by the department. Also, the department lost the public <br /> services officer to another community. The City has since replaced this opening. <br /> Police Chief Kinney thanked the Council for appointing him as the police chief for the City. He <br /> indicated a gun safety course sponsored by the DNR was put on by several officers in the <br /> department. This was a hunter's safety course focusing on firearms safety, first aid and hunter <br /> responsibility. The course instructed 10 youth in the community. <br /> Police Chief Kinney noted a level -three predatory offender meeting was very well attended by <br /> the public in quarter three. National Night Out was very successful in August with 27 parties <br /> registered in the City. The Festival in the Park was also a great success without any disturbance <br /> issues. <br /> Police Chief Kinney indicated he was attending training to become certified as an emergency <br /> situation manager in the State of Minnesota. He noted the school resource officer attended a <br /> week long crisis intervention course focused on mentally ill adolescents. This was a growing <br /> concern on how to handle those who are unstable. He reviewed the finances of the department <br /> through the first three quarters noting expenses were slightly under budget to date. <br /> Mayor Flaherty thanked Police Chief Kinney for his diligence in providing excellent services to <br /> the City of Mounds View. <br /> Council Member Mueller thanked the department for their outstanding service to the community. <br /> She applauded the department for how they handled notification to the residents regarding the <br /> level three predatory offender. <br /> 3. Other Reports <br /> City Administrator Ericson reviewed several items with the Council in detail. He noted that all <br /> the power outages from the "land hurricane" has been restored. He indicated staff has spoken <br /> with Xcel Energy about the homes in this area and asked Xcel to investigate and follow up. <br />
