Public <br /> Works Director DeBar did not oppose this suggestion but stated time is of the essence as plans <br /> were being drafted by Bonestroo. City Administrator Ericson suggested that staff hold off until <br /> the feasibility of this option is determined. <br /> Public Works Director DeBar stated the second appeal was submitted by the owner of Sands <br /> Apartments at 5440 Jackson Drive. Two infiltration basins were planned for this parcel and the <br /> applicant expressed concern with the area becoming a stormwater "hot spot" as the area has <br /> flooded in the past. Staff explained this was not a valid claim. <br /> Public Works Director DeBar indicated the second claim was that the basins were not properly <br /> spaced. However, the infiltration basins were spread properly along the roadway and sized by <br /> the consultants based on specific regulations. He ensured that the slope would be proper while <br /> maintaining a natural look in the right -of -way. <br /> Mayor Flaherty questioned if the slope in this area would be a concern. Public Works Director <br /> DeBar indicated the basin would have to be properly sloped or built up on the back slope to <br /> assure there was no ponding of water runoff. This would direct the water back into the street and <br /> away from the property. <br /> MOTION /SECOND: Mueller/Hull. To Waive the Reading and Adopt Resolution 7702, <br /> Denying SIP Appeals and Approving the Proposed Locations of Stormwater Infiltration Basins in <br /> Area D of the Street and Utility Improvement Program. <br /> Mayor Flaherty thanked the Streets and Utility Committee for diligently discussing these issues <br /> and for their recommendations to Council. <br /> Ayes 5 Nays 0 Motion carried. <br /> E. Resolution 7703, Approving Service Agreements with Trane US, Inc. and <br /> Architect Mechanical, Inc. for HVAC System Maintenance of City Facilities. <br /> Public Works Director DeBar explained the City owns 13 buildings that have an HVAC unit. <br /> Seven of these buildings have simple units; three buildings had more significant units. The <br /> remaining three buildings were park buildings with controlled units. He indicated the <br /> maintenance contract with Trane has expired. He reviewed that proper maintenance of these <br /> systems could reduce the City's expenses in the long term. The maintenance agreement would <br /> provide quarterly inspections of each unit. <br /> Public Works Director DeBar reviewed three bids received for HVAC system maintenance <br /> throughout the City. The City has been pleased with Trane's performance in the past and <br /> recommended the Council approve a service agreement with Trane and Architect Mechanical for <br /> the HVAC system maintenance of City facilities. If approved, the contractors would visit the <br /> City in December to prepare the units for winter. <br />
