Mounds View City Council Page Two <br />~.egular Meeting April 12, 1993 <br />SPECIAL ORDER OF BUSINESS: <br />There was no special order of business scheduled for this meeting. <br />RESIDENTS REOUESTS AND COMMENTS FROM THE FLOOR: <br />There were no resident requests or comments. <br />PUBLIC HEARINGS• <br />Mayor Linke called to order the public hearing for the Proposed Blaine <br />Interceptor, Metropolitan Waste Control Commission Project at 7:05 p.m. Ric <br />Minetor, Director of Public Works/City Engineer introduced Kyle Colvin of <br />the Metropolitan Waste Control Commission who began the presentation of the <br />Proposed Blaine Interceptor. <br />Mr. Colvin stated that after the presentation anyone having questions should <br />state their name and their relationship to the project for inclusion into <br />the report on this subject. <br />Mr. Colvin explained that the service area for the Blaine Interceptor <br />contains slightly more than 6200 acres of land in the central and south- <br />central portions of Blaine, including the 1900 acre Anoka County Airport. <br />olvin stated that the service area also includes slightly less than 100 <br />~icres of land in the City of Mounds View. Mr. Colvin stated that <br />population, households and employment projections were prepared for the <br />service life of the interceptor sewer (50 years) by the MWCC's planning <br />consultant HNTB. Mr. Colvin introduced Ross Harris, HNTB, to further <br />explain the project. <br />Ross Harris, HNTB, reported that this interceptor would involve only 13 <br />square miles of service area. Twenty percent of the area is encompassed by <br />Anoka County Blaine Airport. Harris explained that there is scattered <br />residential and commercial properties surrounding the airport. In Mounds <br />View the parcels include a 26 acre commercial parcel and the proposed golf <br />course site. <br />Harris reported that forecasts were prepared for two scenarios - the first <br />being unconstrained development, i.e., development at the current rate of <br />regulation and the second-being contained development, i.e., development at <br />a slower rate due to the anticipated proliferation of government <br />regulations, especially relative to construction in and around wetlands. <br />The forecasts included both the service area above as well as the area in <br />Mounds View tributary to Meter Station M-20, since early in the planning <br />stage consideration was given to using the 18-inch trunk sewer in Quincy <br />Street on an interim basis to handle the service area flows. Subsequent <br />investigations found this arrangement to be unfeasible, therefore only the <br />lands first described will form the service area for the Blaine Interceptor. <br />r~ <br />U <br />
