Mounds View City Council <br />~egular Meeting <br />Page Three <br />April 12, 1993 <br />Harris reported that using the peak population and household figures <br />determined by the planning/consultant, and applying the MWCC standard flow <br />rates per acre to commercial/industrial property, the MWCC~s hydraulics <br />consultant, Environscience, Inc., determined the maximum average daily flow <br />for both development scenarios. It was determined that the figures <br />forecasted for the unconstrained scenario would govern the design of the <br />Blaine Interceptor. <br />Harris reported that with the design of the Blaine Interceptor having been <br />previously established as a gravity sewer, the. alternatives for the <br />interceptor sewer were generally relegated to differences in alignment <br />corridors. Fourteen alignment alternatives were examined with three being <br />chosen for further investigation. Alternative 1 would begin within a 40 <br />foot drainage easement and between Lots 1 and 2 of the North Star Industrial <br />Park in Blaine. From there it runs south into Mounds View along the west <br />and north rights-of-way lines. of I-35W and T.H. 118, respectively. The <br />route of this alternative then crosses T.H.. 118, perpendicular to and under <br />T. H. 118, to Quincy Street, where the route continues southward in the <br />boulevard/green space on the east side of .Quincy Street to its connection <br />with the North Suburban Interceptor. <br />Alternate 2 also begins within the 40 foot drainage easement and between <br />pots 1 and 2, Block 2 of the North Star Industrial Park in Blaine. From <br />here it runs south along the west right-of-way line of I-35W to a point 20 <br />feet north of the, south line of Lot 7 of the North Star Industrial Park. <br />From there the route of this alternative runs due west within a 40 foot <br />drainage easement lying parallel to and contiguous with the south lot line <br />of Lot 7, to a point approximately due north of Quincy Street. From there <br />the route runs south into Mounds View, across the property currently being <br />considered for development as a golf course by the City of Mounds View, to <br />the point of crossing at T. H. 118 described for Alternative 1 above. <br />Alternative 2 then follows the same route as Alternative 1 to its connection <br />with the North Suburban Interceptor. <br />Alternative 3 begins within a 40 foot drainage easement and between Lots 1 <br />and 2, Block 2 of the North Star Industrial Park in Blaine. From there it <br />follows the same route into Mounds View as Alternative 1, to the point of <br />crossing at T. H. 188. After crossing T. H. 118 in the manner described for <br />Alternative 1, the route of Alternative 3 turns and runs in a southwesterly <br />direction to a point on the northern end of a north-south alignment located <br />west of the apartment buildings abutting. the west side of Quincy Street. <br />The route then runs due south along the east edge of Greenfield Park to its <br />connection with the North Suburban Interceptor. <br />Karen Shick, Environscience, Inc., environmentalist, stated that from an <br />environmental standpoint, any of the three alternative interceptor <br />alignments could be implemented. No permanent or long-term adverse <br />environmental impacts should result from the implementation of any of the <br />~hree alternative interceptor alignments. <br />
