Mounds View City Council Page Two <br />Regular Meeting December 13, 1993 <br />There were no items removed from the Consent Agenda. <br />MOTIONJSECOND: Trude/Blanchard to Adopt the Consent Agenda as presented. <br />VOTE: 5 ayes 0 nays Motion Carried <br />RESIDENTS REQUESTS AND COMMENTS FROM THE FLOOR <br />There were no resident requests or comments. <br />PUBLIC HEARINGS <br />a. Consideration of Request .for Rezoning and Development Review of <br />Everest Development <br />Paul Harrington, City Planner, reported that the City of Mounds View <br />received a letter dated December 3, 1993 from Everest Development <br />stating that the City site plan review/rezoning approval process <br />should be halted. No further action was necessary on this item. <br /> <br />b. Continuation of Public Hearing of Conditional Use Permit Request <br />(Residential Doc,L Kennel),. Victoria Bowers, 8351 Groveland Road <br />Paul .Harrington, City Planner, explained that the City Council at <br />their November 22, 1993 Meeting, asked Staff to contact the Humane <br />Society to schedule an on-site inspection of the applicant's <br />property. The Humane Society had already inspected the property on <br />November 20th and stated that there was no basis for a cruelty or <br />neglect complaint. Harrington stated that provided in the Council <br />Packet was two resolutions. One of the resolutions would approve the <br />Conditional Use Permit for the Residential Dog Kennel and the other <br />would deny the Conditional Use Permit. <br />Mayor Linke stated that the only issue under consideration at this <br />time is the approval/denial of a Conditional Use Permit for a <br />residential dog kennel. <br />Councilmember Trude stated that it is hard to ignore the complaints <br />of five households stating that there is excessive barking on the <br />property. This definitely impacts the neighborhood. Trude suggested <br />denying .the kennel license and that way Ms. Bowers could still keep <br />two of the dogs. The issuance of a Conditional Use Permit for a <br />residential dog kennel at this location would negatively impact the <br />neighborhood based on the dogs excessive barking as testified to by <br />the number of persons who were in attendance at the public hearing on <br />this matter. <br />Councilmember Blanchard stated that there is no indication that it is <br />always Ms. Bower's dogs barking.
