Mounds View City Council Page Three <br />Regular Meeting December 13, 1993 <br />that Ms. Bowers states that she brings her dogs in at night. <br />Blanchard stated that Ms. Bowers has accomplished everything that the <br />City has asked of her and that the Humane Society has also stated <br />that the facility is adequate for three dogs. <br />Councilmember Trude stated that at the last portion of the public <br />hearing persons living 500 feet away from the property stated they <br />were also bothered by excessive barking of the dogs on the property. <br />Councilmember Trude stated that it is difficult to ignore the <br />complaints of reasonable people. <br />Mayor Linke stated that when a kennel license was denied in the past <br />it was denied because there had been police calls. Mayor Linke <br />stated that after one year there is a review done on a conditional <br />use permit and substantiated by police records. Mayor Linke stated <br />that, at this time, in his opinion, there is no legal reason to deny <br />the license. <br />Councilmember Blanchard stated that the statements made at the public <br />hearing were made against Ms. Bowers, not against the animals. <br />Mayor Linke closed the public hearing at 7:43 p.m. <br />• <br />Councilmember Quick stated that the petition that Ms. Bowers brought <br />in was haphazardly signed. Quick also stated that, in his opinion, <br />Ms. Bowers is not able to handle the dogs and two of the dogs are not <br />hers, therefore, the City would be allowing her to board dogs. <br />Ms. Bowers stated that she has lived at this address for 14 years. <br />Ms. Bowers stated that she controls her dogs and loves her dogs. <br />Mayor Linke stated that in the past when a license was voted on and <br />denied it was because of police reports that stated that there were <br />definite problems could be substantiated. <br />Councilmember Trude stated that five households came forth and stated <br />the problems that they are having with the property being licensed as <br />a kennel. Ms. Bowers was even told it would be appropriate to ask <br />persons to attend who supported her kennel license, but no one <br />attended or testified on her behalf. Trude stated that she doesn't <br />feel that the police should be responding to dog calls. <br />Mayor Linke stated that the barking of dogs is part of the nuisance <br />code. <br />Mayor Linke closed the public hearing at 7:43 p.m. <br />• <br />
