Harrington further stated that staff had <br />attempted to incorporate a number of safeguards into the wording of the <br />amendment so that adverse impacts on adjacent property owners can be <br />avoided or eliminated. <br />Councilmember Blanchard asked if the City Attorney had reviewed the <br />ordinance. <br />Harrington explained that he had faxed a copy to the City Attorney, but <br />as of this date he had received no reply. <br />MOTION/SECOND: Quick/Wuori to Approve the Introduction of .Ordinance <br />No. 524 Amending Chapter 40 of the Municipal Code Entitled, "Zoning" <br />and Waive the Reading <br />Councilmember Rickaby stated that she does not agree with waiving the <br />reading of short ordinances. <br />Mayor Linke then read the ordinance. <br />Councilmember Rickaby stated that at the Planning Commission they had <br />some problems with snow with only one foot between properties. Rickaby <br />. stated that problems could occur if person widens driveway and then <br />would move out and another person moves in and doesn't agree with the <br />new neighbors. Also, Rickaby stated if this would be close to a <br />utility easement it would be difficult for equipment to get in. <br />Rickaby believes that one foot is too close. <br />VOTE: 4 ayes 1 nay Motion Carried <br />F. Ric Minetor, Director of Public Works/City Engineer, reviewed Staff <br />Report No. 93-483C regarding the purchase of an oil filter crusher. <br />Minetor reported that this item would be used to assist in recycling <br />oil and oil filters in the community. A portion of this oil crusher <br />would be funded by a grant. <br />MOTION/SECOND: Blanchard/Wuori to Approve the Purchase of an Oil <br />Filter Crusher from Oil Services, Inc., at a Cost of $2,895 plus Sales <br />Tax of $188.88 to be Charged to Account No. 100-4260-703 and to <br />Transfer $1,541.59 from Contingency Funds to Account No. 100-4260-703 <br />VOTE: 5 ayes 0 nays Motion Carried <br />G. Paul Harrington, City Planner, reviewed Staff Report No. 93-484C <br />regarding a site plan submitted by Jeff Weldon, Operator, Auto Central, <br />Inc., 2975 Highway 10. Harrington stated that the alternate site plan <br />meets all specifications. The site plan is designed for 58 autos for <br />sale parking spaces, 8 customer parking spaces of which one of which <br />needed to be handicapped. A fence was moved which created more parking <br />spaces. <br />
