He added that changing the Comprehensive plan is not a simple process <br />because it changes the face of the City, and the appropriateness of any change needs to be <br />questioned extensively. <br />The zoning of a property has to match the Comprehensive Plan and they cannot be in <br />conflict with each other. The Comprehensive plan takes precedence over zoning issues. <br />
