September 4, 1996 <br />� Ci�y of Moundsview <br />Re: 7755 Spring Lake Road <br />Zoning Code Varience Request <br />The code that limits concrete paving to within 5 feet of a prop2rty line <br />seems to be resiric�ive for these unusual circumstances: <br />1. A line of 5Q Pine tr2es. on the rear of the adjacent property is an on <br />going �roblem. This long line of trees dwarf the property Iine, and hang <br />over a fence, shading the entire South side of 7755 Spring Lake Road. <br />Maintainance on this side is. never ending due to the long needles �hey <br />produce and the weeds that they encourage, Grass has been planted in <br />this area numerous times but fails to grow because af the pine needles ar�d <br />continual shade. The area has been taken over by unmaintained weed <br />growth on the neighboring side along ihe fence. <br />2. The code seems more applicable to properiies adjacent (side-by-side} � <br />each other rather than where a side property line meets a rear <br />property line, , � <br />3. The Pine �rees along ihe property line have reached a matur2 <br />state with an average heighi of 20 to 30 fee� �all. The trees have <br />; been causing the above listed prablems for many years, • <br />4. The boulivard. in front o# 7755 Spring Lake Raad has been <br />designa�ed as a�Io Parking Zone and has been a continual <br />parking problem when ouests visit. Having 2 addztional <br />parking sp�ces an the driveway at i755 Spring Lake Rcad will <br />make it convenient and safe for guest vehicles. <br />5. An off set of 1 foot from the proper�y line would make this <br />�ro j2et prac �icle and also clean up the property which has <br />been an eyesore for many years. <br />6. This additional parking area has be�n suggested �y other <br />home owners Iiving along the nartion oi Snring Lake Road <br />where the l�Io Par?�ing Zone has been Cesignated. <br />7.
