Ivlanning to buiId a concrete parking area wiikun <br />ane �oot of a side property line where five feet is required an property located at 7755 Spring <br />Lake Road; and, <br />WHEREf1S, the property is tocated in the R-1 single fanniIy residential district; and, <br />WHEREAS, the applicant has presented a hardship statement to fihe Planning Commission <br />citing the difi'iculties caused by ihe parking restrictians on Spring Lake Road, the need for more <br />guest parking, and the pcoblems keeping a lawn growing in the area proposed for the parking area <br />6ecause it is shaded by pine trees on the adjacent property owner's lot; and, ) <br />WHEREAS, the allowance for parking areas within one foot of a property line was added <br />to the Zoning Code wizen the City imposed parking restrictions on ali City stree�s; and, <br />�-�EREA�, considerable thought was given to the conditions under r�vhich such parking <br />areas wouid be a�proved; and, <br />�VHEREAS, the Zoning Code specifically states that these parking areas are to be <br />constructed using temporary materials vvhich are defined as brick or concrete pavers, gravel <br />construction or asphalt construction, and fihat no concrete surfacing is to be used; and, <br />WHEREAS, the Zoning Code specifically states that a property owner proposing a <br />parking area within one foot of a property line shall obtain the pezmission of the adjacenfi property <br />awner; and, <br />WF�REAS, th� applicant is proposin� a concrete parking area ar�d has been �anable to g�t <br />permission ofthe adjacent property owner; and, <br />
