', <br />,,,� <br />Item ��9 <br />� �. � � <br />!= <br />�'o: Mounds View City Council <br />Fro�eo Mounds View �lanning Commission <br />Subjecte Improving Communications Between City Council and the Commissions <br />Dat�o October 9, 1996 <br />/;•° ' <br />�� <br />We undersfand that the City Council is inierested in feedback on how communication could be .� <br />improved between the City Council and City Commissions, prompted by discussions with �he� ar� <br />Nelson, chairman of the Economic Development Commission at your September 30 work sessior�. <br />Part of this discussion concerned the role and responsibilities of the liaison who is appointed by <br />City Council to each Commission. There was also a list of suggestions made by tihe Economic <br />Development Cornmission on other ways to improve communications. <br />We have discussed tk�is issue a� our October 2 rr�eeting and would like to offer the following <br />comments and recammendations. <br />Role o� ihe I.,saisore: <br />The Planning Commission feels it is very important that the liaisan appointed to the Plat�ning <br />Commission attend our meetings. If it is a question of time, we would recommend that fhe liaisom <br />give first prioriiy ko atiending the agenda or discussion meetings which occur on the third <br />Wednesday of th� month. The work of the Planning Commission is concemed with the fute,ire <br />fabric of the community, and we invest considerable time and thoughtful deliberaiion on each case <br />presented to us. We feel it is very important tha� a Councii member be present to be aware of th� <br />issues explored and points of view expressed, so this information can be conveyed to the � <br />remainder of the City Council when a case is before you for decision. �lithaat a Council liaison, <br />we feef the Council may not fi�lly appreciate all aspects of a case and that this uncierstanding is <br />important in ma�Cing decisions on these matters, <br />A� the very leasi, we want each of the Comz�aissions io be treated the same in the level of <br />commitment give� by the liaison to coming �o Commission meeiings. This commitment has been <br />somewhat uneven, depending on who was serving as the liaison. <br />
