I
1 111 17 1 11g COiIIil]iSS10Ci
Planning Case Na. 4b4a96: 2375 Highway 10
October 9, 1996
Page I1
also help ir strengthening the vitality atd enhancing the appearance of the iighway 10
corridor. This corridar is very importani to the iong run economic health of the City.
(5) The use is consistent with the purposes of tlne Zoning Code and the purposes of the zoning
district in which the applicant intends to locate the proposed use.
The purpose of the B-3 district is to provide for and limit the establishment of motor
veliicle oriented or dependent commercial and service activiiies. It allows for auto repair
businesses with approval of a condifional use permit. Che appiicant's proposal fits within
the limits envisioned by the ordinance for the B-3 district, and its iocation alon Highway
10 is logicai and appropriate.
(6) The use is not in conflict with the Comprehensive Plan of the City,
The most recent discussion of comprehensive goals for the City was the Mounds View
2000 projec in 1994. The Visioz Statement from the Growth, Development ard Business
Issue Project Team stated:
"The City of Mounds View will be known as a city with a halance between business and
residential concerns. There will be a positive business climate as shown by public-private
collaboration to recruit, encourage, and retain successful, community-based enterprises with
emphasis on job expansion, inarease in tax base, and quality of life. There will be a
cooperative spirit between the gavemment and citizens, whether residential or business,
when setting regulations into eode. Environmental and aesthetic.consciousness will be
demonstrated by a redesigned Highway i0, a network oiinter-connected trails, parks, and
wetiand spaces, and active citizen participation un ecoIogical activiiies."
Two goais relative to Highway i0, and a goal on business ctimaie, were adopted and are
inciuded in an attachment to his report. The expansion of the Saturn dealership furthers
these goals, and is supported. Stas oniy suggestion is that the applicant could add
landscaping, including flowers, to the Highway 10 frontage to help beautify it. Siaff
recognizes ihat it is the applicant's desire ta keep ihe Highway 10 frontage in lawn so it
does not distract from attention to the cars oz display. Clustering landscaping ai the
entrances would achieve both purpases.
{7) The use will nat cause traffic hazards or congestion.
The site has adequate access from an arterial highway. Na added traffic congestion is
expected. Eliminating one of the driveways on to County Road H2 will reduce traffic
hazards and conflict points.
