Ouiside saIes areas are %nced or screened from vi�w of neighboring residential uses or at� <br />abutting residential district in compliance with subdivisions 1103.p8(1) through (5) of this <br />Title. <br />The parking Iot by �ridgeman's Restaurant is does not abut any residential properties, and <br />is bordered on the east by Long Lake Road, south by Highway 10 and north and east by <br />the remainder of fihe 1Vlounds View �quare Shopping �enter. The property directly across <br />Long Lake Road is zoned R-1 but is part of the Sunrise Methodist Church pro}�erty. The <br />are� closest to Bridgeman's is forested and contains a large wetland. The property to the <br />south is zoned B-2 and R-4, and is develaped as Silver View P1aza, a shapping center, and <br />Wildwood Manor, an apartment building for senior citizens. Iviounds View Shopping <br />Center is screened from view from the apartments by a stand of trees between Wildwood <br />Manor and Highway �0. The Bridgeman's site is approximately 450 feet from Wildwood <br />Ivlanor hecause of the intervening highway right-of-way. Staff considers this criteria to be <br />met. <br />c. All lighting shalI be hooded and so directed That the light source shall not be visible from the <br />pubiic right of way or from neighboring residences and shall be in compliance with Section <br />I 103,0 of this Title. <br />T'he applicant is proposing Iighting around the perime�er of the lot, as is noted in his ietter. <br />The typical lighting used in these situations in a string of light bulbs which are not <br />shielded. Staff will atteznpt to get additional in%rmation from the applicant prior to your <br />meeting. If the light strings are low enough (iiotli in heighi and wattage), staff does not <br />anticipate problems with light spillage onto other properties. <br />d. Sales area is grassed or surfaced to control dust. <br />The applicant is proposing to use an existing parking Iot which is suriaced with asphatt. <br />This criteria is met. <br />e. The provisions of subdivision 112�.01(1)e of this Title are considered and satisfactorily <br />met. <br />Adverse Effects: The Plannu�g and Zoning Commission sha11 consider possibie adverse <br />effects of the proposed amendment or conditionai use. Its judgment shall be based upon (but <br />not limited to) the foIIowing factors: <br />(1 } Retationship to Municipal Corr�prehensive P1an. <br />(2) The geographical area invotved. <br />(3) Wliether such use wiii tend to or acivally depreciate the area in which it is proposed. <br />{4) The character of the surrounding area. <br />
