Plm�ning Commission <br />467a96: ChrisEtnas Tree Sales at Mounds View Square <br />November 20, 1996 <br />Page 2 <br />Commission to act on November 20. The permit will be heard by City Council on <br />November 25, There is sufficient time to do the notices to surrounding property owners <br />and the newspaper %r this date. <br />With respect to the issue itself, there have been outdoor sales in the parking loi at Mounds <br />View Square in the summertime, On 3une 24, 1995, the City Council granted a <br />conditional use permit to Merryville Farm Market to operate a produce stand from July 15 <br />to September 2, 1996. On February 25, 1996, Linder's Greenhouses was granted a <br />conditional use permit io operate a temporary greenhouse facility from Niarch 20 to July <br />15, 1996. A similar permit was issued to Linder's Greenhouses in 1995. Staff is not <br />aware of any problems caused by ihese uses. <br />A��lysss/ <br />Recommet�dation: <br />The applicant is proposing ta use a portion of the Bridgeman's Restaurant parking lot for <br />Christmas tree sates (see attached diagram). The area is approximately 8 parking stalls or <br />1600 square feei. The remainder of this part of the paxking lot has 52 spaces, which staff <br />feels is suflicient to serve the custorr�ers of the tree lot. Bridgeman's Restaurant is vacant '' <br />at this time. The applicant is proposing to have iighting around the perimeter of the iot <br />and one 4 foot x 8 foot sign iocated as is shown on the diagram. He has permission from <br />the property owner for operating the tree lot. He has also provided a certificate of <br />insurance for an aggregate amount of $1,000,000. <br />The B-4 Regional Business District allows for open or outdoor service, sale and rental as <br />an accessory use with approval of a conditional use permit. The criteria for approval are <br />stated in Section 1115.04. Subd. 2 are nated below with comments from sta{� as to how <br />�his proposal meets the cri�eria. <br />a. Outdoor service, sates and equipmeni rental connected with the principat use is Iimited to <br />thirty percent {30%} of the gross floor area of the principal use. <br />The shopping center contains 102,035 square feet of building area. The applicant <br />proposes to occupy 1600 square feet in the pa.rking lot, which is I.6% in comparison to <br />ihe building square %otage on the siie. This criteria is met. <br />
