- Plaeuiing Commission Resolution No. 486-96 <br />Noverriber 6, 1996 <br />Page 2 <br />WI�EREAS, the changes in square footages result from the removal o�the H�r€���'� �a� <br />Bridgeman's Restaurants (4,800 sq.ft. in dining and 2,700 sq.�ft. in kitchen} and ihe addi�io� c�� <br />two larger dinner house siyle restaurants, and the addition of 4,000 square feet of retail space and <br />1,000 square feet of storage space in the main reta.il building; and, <br />WI��.tEAS, the Pianning Commission has recammended thai a variance be ��a�t�d �n th� <br />parking ratios appiicable to this pcoperty such that the parking required for the exparid�� <br />shopping center wouId be 492 spaces; and, <br />��+THEREAS, the Ii�iounds View Zoning Code allows for a conditional use pern�at �c� �a� <br />granted for joint use of parking where fihere are offsetting daytime and ni�httim� uses; a�d, <br />WHEREAS, .the Planning Commission does hereby make the following findings oi ���t <br />regarding the requirements for granting of a conditional use permit for joint use of pa�ka�a� �� ��� <br />forth in Section 1121.15 of the Mounds View Zoning Code: <br />(a) The building oe use for which application is being made to utilize the off-stre�t p�l�gn� <br />facilities provided by ano�her building or use shall be located within three hun€�r�� f��� <br />(30d') of such parking facilities and not separated by a public way. <br />All o�the uses proposed as part oftf�is joint parking arrangement are also pa.r� oFa <br />coordinated shopping center. Because of the distribution af reiail space and th� �a.x�a��, ii <br />is %asible for customers to find parking withi❑ 300 feet of their destination. A condition <br />has been included in this recommendation of approval �hat would require err�plc�y��s� �o <br />park in spaces behind the main retail building, to assure that the maximum parking is <br />availabte for customers. <br />(b) The applicant shall show that there is not substantial conflict in the principal oper�k�zxg hours <br />of the lwo (2} buildings or uses far which joint use of off-street parking faciIities is <br />proposed. <br />The Zoning Code acknowledges that restaurants are primarily nighttime uses, and retaii <br />businesses are primarily daytime uses. It should also b� noted that, because of its sa�� and <br />the variety of tenants, customers at Mounds View Square would be expected to �oxx�.bin� <br />trips and use several different busin�sses. A� allowance for some overlap in pa.�kiz�g <br />cequirements is logical in a shopping center of this sgze. <br />
