- Plannin Commissioca
499-97: Chiidren's Home Siety
August 6, 1997
Page 3
of play space per child, a iotal of 3800 square ft of piay space is needed. The proposed
iot !ot needs to be expanded by 625 square feei or the number of children Ipmited to 79. Ii
appears that it would be very easy to expand the toi loi to the property line, so the depth
would be 30 feeY rather than 2S %et, and to add an additionat 30 x 25 foat area on the
souih end of the tatalloi. With these changes, the tot iat would occupy 4500 square eei,
vvhich is more than the required 300 square feet. A condition to this ffect is inciuded in
the resolution_
Ii is our understandiri that the tat lot vzll be an uzfinished stai for the rerainder of
this year, urtil the s°ste work for te overall community cerrter is done the spring. ('The
area praposed for tot iot needs to be regraded to get pasitive draixiage from the building
ta Brorson Drive.) Children's Iome Socity is planning to use the p(ayground in Ciy
Hall Pax°k a.s an altemative during this period of time. There is a condition to this effeci ua
ihe rsolutior, includin a requirement thai Children's Home Saciety provide liability
uYSUrance which would hoid the City harmless for their use af Ciiry Hall Park.
kaakisa ad.4cces: The Mounds View Zoning Code requires one space for each child,
plus 1 additcional spac for each classroom. An analysis of parking requirements has been
' included on the site plan. This analysis shows 20 spaces for th day care cenier. The
- number is consistet wih ihe prdang ratio required. (9 children/ children per space =
14; 1 space pex classroom = 6 spaces; total required = 20 spaces) We are assuming that
the applicant is countin the infant, toddler and "trans" spaces as classrooms.
It is not clear whether the short term day care parking spaces are included in the 20 being
providd for the day care center. Staff will contact the architec to get more information
o this issue. Stawouid suggesi that they not be counted, to keep them free for parents
droppirg-off children. Vde will also be aslang the architect if the drop-o spaces could be
moved to the other side of tte drive aisle to provide direct access to the sidewallc fram the
parlring spaces.
Adequate access is available to the surrounding street system through a driveway entrance
onto Edgewood Drive. During the past six
morths, the idea of estabiishin a city cnter at the iniersection of Edevrood Drive and
Highway 10 has been discussed and appears to be gainin mornentum. The City Council
'-. has authorizd a number of tasks to be doe vahich would result in Edgewood I3rive being
