We find the plat <br />acceptable for further development with consideration of the foilowing comments. <br />We require permiYs for access to TH 10 and wili a11ow a total of two accesses to the site. We <br />will allow one access to the proposed convenience store and proposed 2-story office building <br />and one access to the proposed 1-story office building. <br />As stated in our letter of Apri123, 1997, we constructed arterial highways such as TH 10 to <br />serve regionat mobility needs rather than to accommodate direct property access. <br />ProIiferation of accesses is inconsistent with the }tighway's purpose and reduces the <br />highway's capacity and safety. Controi and reduction of access is critical in reducing <br />highway congestion, and are important factors in reducing accidenis on highways. <br />We also require construction o�right turn lanes on eastbound TH 10 for the two accesses <br />a[Iowed for permit approvai. This development proposal necessitates ehese turn lanes and are <br />the responsibilities of the praject proposer, the city, or both. Enclosed is a diagram showing <br />design specification %r right turn lanes. In addition, any proposed access requiring <br />installation of cuiverfis must use 6:1 slopes. Placement af culverts must occur beyond the <br />clear zone. <br />The permit applicant must submit plan and cross-sectional drawings of fihe proposed access, <br />showing the required turn Ianes.
