PC97-2 <br />ltem Yi�lelSubjec�: <br />[:�[�T:C ; � : ` �. <br />S�rr�mmary of 10/2�/37 Ri�g Road Community (Vieeting <br />The City held a community meeting on Tuesday October 28, 199i to discuss the concept <br />of a ring road and the development possibiiities in the City Hall/community Center area. <br />Bill Morrish fram the University of Minnesota Design Center for American Urban <br />Landscape presented the findings concerning the developoment of the Heart of Mounds <br />View and the concept of a ring road. �ollowing Mr. Morrish's presentation the floor was <br />opened up �o comments and questions fram the approximately 55 citizens in attendance at <br />the rr�eeting. ihe following is a summary of the comments that were received: <br />i. Highway 10 right-of-way width is tao wid�. <br />2. Ef the City is considering relocating or reorganizing the city haEl/community <br />center site, it shouid relocate the theatre site to the city hall site to preserve trees <br />and wetlands. This cauld also minimize potential flooding in the adjacent <br />neighborhood. <br />3. Wetlands need to be preserved and protected within the ring road study area. <br />4. There was a question about what the service nodes were which were identified <br />on the plan, where they were iocated, and the impact they would have on <br />adjacent residences. <br />5. The proposed plan for the city hall site wauld require relocation of a pumping <br />sta#ion. <br />6. The plan would resuit in �he ioss af or furcher reducfiion of the softbail and soccer <br />fiefds on the city hall site. There is aEready a shortage of soccer fields in the city. <br />7. The proposed theatre and ring road proposals would isoiate and adversely impact <br />the Donatel(es restaurant. <br />8. The ring road would be not benefit properties on the south side of Highway 10. <br />The area is already developed. <br />9. The ring road would add to existing traffic prabfems south of Highwayl0. The <br />amount, speed, and time of traffic on Mounds View Drive are problems which <br />would get worse. The amount of traffic is a problem adjacent existing �esidential <br />uses (Silver Lake Woods project). <br />10. The theatre project would add addtional late night traffic on Mounds View <br />Drive. Ingress and egress of the theatre must be addressed. Maunds View Drive <br />should not be exte�lded to the theatre project. <br />
