Planning Comrnission Report <br />Silverview Estates PUD Development Review and Preliminary Plat <br />November 19, i 997 <br />Page 2 <br />:: ,: � F ; , .� <br />This submittal invoives a site developmer�t plan and preiirninary plat for the development oi a <br />convenience marketlgas station/car wash on the corner of Highway IO and Siiver Lake Road; <br />25,000 square feet of oi�ice space on the parcel north of the former TJB Homes oi�ice building; <br />5,004 square feet of o#�ice on the parcel south of the former T3� Homes beailding; and an 82 unit <br />senior housing buiiding. <br />'; <br />Ordinance 1Vo. 599 approving the PCJD rezoning passed on May 27, 1997, along with Resoluiio� <br />IVo. 5127 approving the general concepfi plan for �he PUi�. An application for development plan <br />approval was submitted on July i 1, 1997, and the originai date for Planning Commassion action <br />was scheduted for August 20. However, in light of the ideniification of a number of issues tha� <br />had to be resolved prior to Commission action, this item was scheduled for discussian only ai the <br />August 2� Commission meeting. Subsequent to that meeting, commenis received by the Planning <br />Commission wer� considered and incorporated into the current submittals. Additionally, the <br />development fieam had been awaiting preliminary approvat from Mn/DOT for the proposed curb <br />cuts along TH IQ as identified on the plat. On October 9, 1997, Mn/DOT �ranted grelimirtary <br />approval for the requested curb cuts, and as a resutt of that approval the applicant has proceeded � <br />=i <br />tow�rd completion of the submittal pacicage for consideration by the Pianning Commission a� its <br />meeting of November 19, 1997. <br />The preliminary plat for Silverview Estates has been reviewed by the City's Planning Staf�', and a <br />m�morandum ta the applicant was prepared identifying the baIance of the outstanding issues. <br />Subsequently, a meeting vwas heid with the deveiopment team on AToverrtber 13 to discuss the <br />issues related to the proposed site development plan and preliminary pIat. The development team <br />is requesting that the Planning Commission review the development plan and preliminary plat <br />applications at ihe November 19 meeting and formulate recommendations on each itern ta the <br />City Council for consideration in December. <br />I)iscussio�: <br />The following discussion identifies issues raised by Planning Commission at the August 20 <br />meeting and by Planning S#aff either as a resuli of the initiai submitial in August or as a result of <br />sta�s review of ih� mosi recent submiital. City Staff znembers have met with the applican�s, and <br />the discussion below incorporates th� mosi current responses to the issues raised. Some items <br />identified beiaw wiU be resolved either with submissions to Ci�y StaflE°prior to November 19 or <br />submissions to the Planning Comrrkission on the I9Ch.
