Planning Comrnission Report <br />Silverview Estates PUD Development Review and Preliminary P9at <br />November 19, 1997 <br />Page 6 <br />Th� �Iounds View� Fire Ailarshal has reviewed tihe plans and requires that the fire <br />depariment connection to the seruor housing building and the two-story o#�ce building be <br />accessible year round and at ali times. In addition, if the floors of the senior housin� <br />building are on wood trusses, the canceaied combusiible space will need to be subdivided <br />or sprinklered, as will the attic. Also, an additional fire hydrani is required on the east side <br />of �ilver Lake Road toward the south end of the senior building, Last, the Hydrant to b� <br />relocated in frant af Lot 4 on the Highway 10 shatl be kept fiee and clear of any winter <br />snow storage. <br />A� previous Plarming Commission meetings an this subjeci, th� e�ctent of development <br />and impervious surfacing within the 100-foot wetland buffer has been a concern. While <br />the site plans do not indicafie this, the total square faotage of Iand within the buffer equals <br />83,234, of which 41 percent (34,454 square feet) is impervious surface. These fi�ures do <br />not take into account the St. Paul Waterworks righi of way of approximately 79,000 <br />square £eet. <br />Preliraaina�°v Plat,�� ilve�aesv Esir�tes: <br />The Preiiminary Plai for Silverview Estates has been reviewed in light of the pravisions contained <br />in Title 1200, Land Subdivisions, of the City of Mounds View MunicipaI Code. The pla# was <br />provided far the purpose of review and comment to the relevant City departmenis, and no adverse <br />comments were fortheoming. The plat was subrrutted, as well, to the Rice Creek Wa�ershed <br />l�isirict, Ramsey County and IV1n/DQT for review and comment. The proposed plai has received <br />the necessary approvals from the Rice Creek Waiershed District, Ramsey Counry and Mn/DQT. <br />The Preliminary Plai identifies Yhe location for the 30' x 30' easement for a future gateway <br />eiemeni but does not indicate the dimensions. The applicant wi11 iabel the easement <br />dimensions on the preliminary plat. <br />In a memo dated 8/11/97, Ramsey County has required thai an additional three feet of <br />right-af-wa,y for that part of Siiver Lake Road adjacent to proposed Lot 4 wauld be <br />dedicated and an additional ten feet of righi-of-way dedicated adjacent io Loi l. While <br />the additional right-of way wauld not ianpact the placement of structures on Lat 1, this <br />additional right-of-way dedication would reduce the setback for the senior apartmeni <br />b�ailding and associated parking loi to 2i feet. The applicant has indicated that Ramsey <br />County would accept the existing 40 feet of right of way along Loi 4 if ihe additional t�n <br />feet is dedicated along Lot 1, aitho�agh siaff has noi yet been able to verify this agreement <br />with Dan Sol�r, th� Rarnsey County trffic Engineer, It is the recommendation of staff <br />ihat, without receipt of a letter confirming this agreement, the PUD resolution be modif ed <br />to allow for a reduced setback aF 27 %et for the s�nior ho�xsin� strcacture and site. <br />
