We find the plat <br />>; <br />acceptable for further development with consideration of the following comments. <br />As stated in our Ietters of April 23, 1997 and August i2, 1997, we constructed arterial <br />highways such as T�I 10 to serve regional mobility r�eeds rather than to accommodate direct <br />property access. Prottferation of accesses is inconsistent with the hi�hway's purpose and <br />reduces the highway's capacity and safety: Control and reduction of access is critical in <br />red�acing hi�hway congestion, and are important factors in reducing accidents on hi�hways. <br />As previously stated in our past reviews of this site, we stron�iy recommend that these <br />parcefs have consoiidated access. <br />Regional poiicy devetoped by ihe Metropolitan Council discourages direct access to the <br />hignway from an individual properiy. As previously stated, the emphasis of a minor arterial, <br />such as TH I�, is on mobiIity as opposed to direct land access. Regionai policy advocates <br />land access mana�ement and control as tools in ensuring that minor arteriats continue to <br />operate e$�iciently and effectiveiy. <br />In addition, we conduct�d our previous reviews of this proposal with the �nderstanding that <br />the sit� is to be developed as a Planned Unit Deve(openenc (PUD), R�submitCal ofthis <br />progosal as a preliminary plat disregards the intent and inie�rity of the PUD process if <br />resubmitted mereiy for tnarilc E��hway access purposes. <br />,4n c�ual oppor4uniiy empiayer <br />
