We find the plat
>;
acceptable for further development with consideration of the following comments.
As stated in our Ietters of April 23, 1997 and August i2, 1997, we constructed arterial
highways such as TI 10 to serve regional mobility reeds rather than to accommodate direct
property access. Prottferation of accesses is inconsistent with the hihway's purpose and
reduces the highway's capacity and safety: Control and reduction of access is critical in
redacing hihway congestion, and are important factors in reducing accidents on hihways.
As previously stated in our past reviews of this site, we stroniy recommend that these
parcefs have consoiidated access.
Regional poiicy devetoped by ihe Metropolitan Council discourages direct access to the
hignway from an individual properiy. As previously stated, the emphasis of a minor arterial,
such as TH I, is on mobiIity as opposed to direct land access. Regionai policy advocates
land access manaement and control as tools in ensuring that minor arteriats continue to
operate e$iciently and effectiveiy.
In addition, we conductd our previous reviews of this proposal with the nderstanding that
the sit is to be developed as a Planned Unit Deve(openenc (PUD), RsubmitCal ofthis
progosal as a preliminary plat disregards the intent and inierity of the PUD process if
resubmitted mereiy for tnarilc Ehway access purposes.
,4n cual oppor4uniiy empiayer
