Jim Ericson
Ocober 9, 1997
page two
It is in the city's best interest to approve the plat with the most restriive access as
possible. Three of the four iots in the pre(iminary plat have direct access to 5ilver Laka
Ioad. The city shouid act accordingly to limit access to this site to th local roadway
netiwork. Direct property access is most efliciently and safeEy pravided by inierna!
circulation and streets ehat provide access to TH 10.
Ivii/DOT ietro Division's long range investment plan identifies TH 10 as a preservaiion
corrdor. The plan piaces the highst priority on th us af resources to pr€serve th
existin transportation system. Preservation stratie4ies maintain the facilty or roaduvay in
its currest condiiion ta serve its curren purpose. If future TH ld improvernents are
required because of this devlopment propasal's tnink hihway access, the improverrents
wiil be th responsibility of the project propaser, the cit}r or both.
,,
`W prefer to work in partnership with landowners and th city to prevent problems before
ther occur. ur abiliy to preserve safe and efficient traffic flow on the highway is
comprorrused when we fack city and landowner cooperatiar. It is our desire o work with
you to anag the highway sysie effectiveiy.

• We will allow the requested accesses. However, v✓e strongly recommend cansolidation of
access and lacal roadv✓ay use to best serve the operation of iH 10 and safety of the
proposed project's users. We require access permits for a three accesses to TH 10. We
require canstruction of a continuous right turn Iane on eastbound TH 10 for permit
approvaE. This development proposal necassitates the continuous riglt tum lane and is the
responsibiiity ofthe projeci proposer, the city, or both. A!1 accesses that require
installation of cuiverts must use 6:1 siopes. Flacement of culverts must occur beyond the
clear zone.
