Cointnissioner Hegland stated he finds the pennants noisy when the wind is blowing and they become an eye 5ore if they are allowed to deteriorate in t�e wind. Commissiorier I�[egland suggested lzmiting all pennants to 21 days as they are really meani to be a temporary sign. Carmnissioner Johnson staied h� feels ihe issue is how to prevent the abuse of the use of pennants. ;,;
