Item #5 <br />City of Mounds View <br />Planning Commiss�on Report <br />Meeting Date: July I8, 2001 <br />Title CONSIDERATION OF A�ONDITIONAL USE PERMIT FOR AN ATTACHED <br />GARAGE CONSISTING OF 1,218 SQUARE-FEET LOCATED AT 83b8 <br />GROVELAND ROAD; PLANNIlVG CASE NO. CU01-003. <br />Introduction <br />The subject property is an interior lot located at 8368 Groveland Road. The applicant, Mr. Jack <br />Clasen, is requesting a conditional use permit to construct an addition to his existing garage. With <br />the addition, the total garage area would exceed the maximum size allowed for garages withoui a <br />conditional use permit. <br />Discussion <br />According to Section 1106.4, Subdivision 7 of the City Code, attached garages are classified as <br />accessory structures and shall not exceed 952 square feet in area, except by conditional use pen�nit. As <br />shown on the attached site plan, the proposed addition would be 598 square feet. When combined with <br />`;--� the existing portion of the garage (620 square feet), the total garage area would be 1,218 square feet, <br />26b square feet grea�er than allowed in the City Code. <br />The City Code also requires that attached garages comply with front and rear setbacks esta.blished in R- <br />1 zoning districts, and must be at least five (5) feet fram side property Iines. The proposed addition <br />meets these requirements. <br />Adverse Effects <br />According to the City Code, the Planning Commission must consider the possible adverse effects of <br />the proposed conditional use. The findings of the Planning Commission shall be based upon, but not <br />Iimited to, the following factors: <br />• Relationship with the Comprehensive Plan. <br />� The Geographical Area Involved <br />• Whether such use will tend to or actually depreciate the area in which it is proposed. <br />• The Character of the Surrounding Area <br />• The demonstrated need for such a use. <br />The addition proposed by Mr. Clasen is consistent with the comprehensive plan. The Comprehensive <br />Plan encourages the development and maintenance of residential areas so as to irnprove the quality, <br />appearance, and attractiveness of housing units and residential property, wiuch includes proj ects such <br />as what Mr. Clasen is proposing. <br />
