, . � . , <br />Item # 4 <br />City of Mounds I�iew <br />Planning Commission Report <br />Meeting Date: October 3, 2001 <br />Title: DISCUSSION AND REVIEW �F SECTION 1006.06 OF THE MOUNDS <br />VIEW CITY CODE PERTAINING TO DEVELOPMENT CONTROLS <br />Background <br />Staff is requesting that the Planning Commission review the section of the City Code that relates to <br />development controls. This section of the Code is outdated and could pose problems concerning the <br />requirements for entering into a development contract. Requirements of other cities have been <br />reviewed and included in this report. <br />Discassion <br />The questions that should be addressed by the Planning Commission include: <br />1. What type and extent of development should be reviewed by the City? <br />The Code currently requires that a development review should occur far ail industrial, <br />commercial, and residential development including all "construction, public and private <br />improvement, expansion or alteration of facilities and Iand within the city." The exception is <br />for those properties where public utilities and streets exist and no more than two (2} detached <br />single-faxnily dwellings are planned. <br />This is a broad requirement that makes aIl development, including proj ects such as sheds and <br />small additions, eligible for development review, Given the time and cost involved in <br />securing Conncil approval for a development review, many of these smaller proj ects would <br />not be realized if the existing requirements were strictly adhered to. Currently, these proj ects <br />are reviewed by the apprapriate Community Development staff to ensure compliance with <br />applicable building and zoning codes. <br />The City of Roseville requires a development review for any construction in all zoning <br />districts except R-1 and R-2, thus eliminating the need for review of single-family or twin- <br />family housing: <br />A. New Construction: For all new construction in all zoning districts exceptR-1 <br />and R-2, a site plan must be submitted for review by the Development Revrew <br />committee. The required plans submissions and level ofdetail shall be in accordance <br />with the city's Developrnent Review procedures manual. <br />B. Repairs, RemodelingAnd Additions: A site plan review is also required for all <br />
