(Roseville) <br />The City of Vadnais Heights has similar provisions, but the focus is placed on the type of <br />development instead of the zoning district in which the developznent is located. It does not, <br />however, specifically require a development review for expansions of existing developments <br />as Roseville's code does: <br />The City Council declares it necessary and appropriate to require site plan approval <br />of development in certain dist�icts to preserve and promote attractive, well planned <br />stable urban conditions. This includes all proposed multiple family dwellings (3 or <br />more units), commercial and industrial developments, and all proposed <br />developments in the WaterManagement OverlayDistrict. Site Plan Approval by the <br />City Council must be obtained before a BuildingPermit is issued (Yadnais Heights). <br />The City of Brooklyn Park provides criteria for an administrarive review process. Projects <br />that meet the criteria are not required to proceed through the formal Site Plan Approval <br />process, which requires Council approval: <br />Administrative Site Plan Review. <br />(1) Qualification. Site and building plans for projects may qualify for � <br />administrative Site Plan Review and be approved by the City Manage� in lieu of <br />City Council approval when they meet the following criteria, except as oiherwise <br />expressly provided by this chapter: <br />(a) Residential properties with one dwelling unit per parcel, including <br />those residential properties within the Planned Community Development <br />District, the Planned Unft Development District or a Special Zoning <br />4verly that have already been approved through another procedure and <br />are in compliance with the approved plan. <br />(b) Site and building plans that do not require any variances from this <br />chapter or any other city code provided that.� <br />The site and building are designed to accommodate a permitted <br />use in the zoning district the property is located in. <br />2.
