; ;: , <br />..... , . ,, --- _..__ _ <br />_. ;:, <br />, <br />, :. --- _•_ _... : .-- -- .. <br />-- <br />.. __ - - -- - <br />- -- �--� 1 <br />Item # 8 I <br />— ;. <br />. �: <br />City of Mounds View <br />Planning Commission Report <br />Meeting Date: October 17, 2001 <br />Title: CONSIDERATION OF A MINOR SUBDNISION OF THE PROPERTY <br />LOCATED AT 7841 SPRING LAKE ROAD; MOUNDS VIEW PLANNTNG <br />CASE MI01-002. <br />Introduction <br />The applicant, Brian Diehl, is requesting approval of a minor subdivision to split off the rear 260 feet <br />of his property to create a 33,773 square-foot buildable lot. Minor subdivisions are those divisions <br />of land less khan two acres in size in which only one additional lot is created, <br />The area of the proposed subdivision is zoned R-1, Single-Family Residential. The minimum lot <br />size in this district is 11,000 square feet for an interior lot and 12,500 square feet For a comer lot. The <br />proposed lot vvould not be located on a comer. The comprehensive plan designates this area as <br />"single-family detached" and the surrounding lots are improved with single-family dwellings. The <br />applicant has submitted a survey that describes the proposed subdivision. <br />Discussion <br />-_= The proposed lot would canform to lot size requirements established in the zoning code. The <br />remaining lot after the subdivision wili exceed the minimum required in the Code. Both lots would <br />comply with the minimum front arid rear setbacks of thirty feet. Easements are provided in a <br />narrative included on the survey, but are not graphically depicted on the survey. The easements are <br />proposed to be ten (10) feet on the east and west sides of each lo#, and five (5) feet on the north and <br />west sides of each lot. A separate easement document will need to be recorded to actually dedicate <br />the easements to the City. <br />The main issue with this application is access. The proposed lot would have frontage on an <br />unimproved section of Knollwaod Drive. According to the City Code, all lots must abut a publicly <br />dedicated street that has received legal status as such. Curren#ly, this portion of Knollwood Drive is <br />used as an additional access point for the Knollwood Green Town homes, which front on Caunty <br />Highway 10. The access drive has a gate that restricts access to the drive and is not improved as the <br />Code requires for City streets. <br />The Public Works Foreman for the City has indicated that without an improved street, it would not <br />be feasible to allow access to the property. City staff would not be able to remove snow from the end <br />of the street without a cul-de-sac or a regulation width street. As shown on the site plan, Oakwood <br />Drive is essentially a dead end. <br />
