� 1006.06 <br />I Q06.05: <br />DEYELOPMENT CONTROLS: <br />l 006.Ob <br />Subd. I� Purpose: It is the intent and purpose of this Section to provide for order]y <br />development of land to safeguazd life, health, safety, property and public welfare by <br />regulating and controlling aIl development within �the City. This Section shall be in <br />addition Eo the requirements of any other provisions of tt�e Mwucipal Code regulating <br />such development. <br />Subd. 2, Application of Development Controls: AIl proposed indastrial, cammercial and <br />residential developments and expansions of existing faciiiiies, except developments where <br />public utilities and streets have previously been installed and the erection of no more #han <br />two (2) detached single-family dwellings are planned, must be reviewed by the City <br />Plaz�ning and Zoning Commission and approved by the Ci#y Council as confornzing to this <br />Section. The term "development", as used herein, shal] mean aI! constrnction, public and <br />private improvement, expansion or alteration of facilities and land within the City. <br />Subd. 3. Development Pian: <br />_ a. The owner or developer shaIl submit for review a deveIopment plan which sets forth <br />__; Plans for utility service, sarface water drainage consistent with the Local Water <br />-- Management Plan dated February l2, 1990', subject to subsequent revisions, erosion and <br />sediment control consistent with the Rarasey County Erosion and Sediment Control <br />Handbook (1989) prepazed by #he Ramsey County Soii and Water Conservation District <br />and subsequent revisions thereto, s�eets, parking, landscaping, screening and bnffering, <br />lighting, setbacks, exterior construction design and materials, trash disposal, construction <br />timetable and such other matters as the Council may require. <br />b. The owner or developer shall submit with the development plan an abstract of title, <br />registered property report- or such supporting affidavits or documents that establish <br />ownership or any other parties of interest in the property involved. <br />� � Subd. 4. Development Contract: <br />a. A development contract which sets forth all of the terms, conditions, requirements, <br />agreements, guarantees and plans for the orderly development of said land shall be entered <br />into between the developer and the MunicipaIity prior to the f na! approval of any <br />subdivision, rezoning, special use pernutsZ, license or any bnilding permits required for <br />the construction, alteration, expansion ar improvement of said land. � <br />� <br />� See Chapter 1302 of this Code. <br />2 See Titles 1 I00 and 1200 of this Code for zoning and subdivision regulations. <br />City oj Mounds Yiew <br />
