'!: <br />` . � .. � :�. ` ; .� ' ! , <br />The foilowing will be the transportation goals and policies for the City of Mounds View: <br />Goal_1: Develop a balanced surface transpor�ation system giving attention to all inodes and <br />related facilities. <br />Policies: a. Treat all modes of transportation and facilities related to each as one system to be <br />coordinated and related on a comprehe�istve basis. <br />b. Tlie transportation systezn wiil be %cused on activity centers within the community. <br />Goal 2: Tdentify needed iinprovements ta the various eIements of the transportation system ta provide <br />for safe and convenient movement by all modes.. <br />Poiicies: a. Maintain transportation facilifies to function in a manner compatible with <br />adjacent land uses, where the funetion of a transportation faciiity has changed <br />over time to become incompatible with adjacent land uses, a program to elizninate t$is <br />compatibility should be establisl�ed. <br />b. Hazardous and poorly designed and controlled intersections shal� be improved on a <br />phased basis to increase tl�e safety of pedestrians and motorists alike. <br />.\ <br />c. Street safety shall be improved #hrotagh street liglxting, visibility, sign controls, elevated �''' <br />pedestrian waIkways and other such facilities when economicalIy feasible and desirable. <br />d. Public signage shall be related to the overall system of street function and control. <br />e. Parlcing shall be limited or prohibited a.long przncipal �nd rninor arterial roadways. <br />Goa13: Provide suf�cient off-street parking to meet aormal dennands of all types of land use. <br />Policies: a. Parking facilities shall be developed so as to conserve land, promote joint use and <br />minimize conflicts with vehicular, pedestrian and bicycle h-affic. <br />b. Minimize and reduce the demand and resulting requirements for parking through fhe <br />adequate pro��ision of pedestrian and bicycle facilities and through Iand use <br />development coordinaiion, such as the concentration and/or co�isolidation of, for <br />example, higher density housing with proximity to shopping, employment and <br />recreational activities. <br />c. Parking requiretx�ents imposed by tl�e City shall be constantly reviewed to insure <br />supply is reflective of demand. <br />d. Minimize parking lot access to public streets to the functional mit�itnum. <br />
