Its judgment shall be based <br />upon (but not limited to) the following factors: <br />(1) <br />�Q: <br />(3) <br />(4) <br />(5) <br />Relationship to Municipal Comprehensive Plan. <br />The Comprehensive Plan, in either current or amended version, does not address the issue of <br />billboards. <br />The geographical area involved. <br />The area on which the billboards cn�e to be located is the Golf Coufse pYOperty. There are fzve <br />residential propertzes 265 feet south of State Hrghway 10 from which the billboards would be <br />>>isible. � <br />Whether such use will tend to or actually depreciate the area in which it is proposed. <br />It is not believed that the placement and installation of billboards on the golf course proper�ty <br />could depreciate the land values or visual appeal of the golf course and surrounding grounds. <br />The character of the surrounding area. <br />The area north of State Highway 10 and west of I-3SW is dominated by industrial uses. Other <br />than the Golf Course, which is the City's comnaercial golf facility, all other uses are of an <br />industr•ial nature. <br />The demonstrated need for such use. <br />Golf Course Superintendent Hammerschmidt has addressed this issue, in that the <br />revenues generated from these signs will help keep the golf cou�•se facility financially <br />viable into the future and to counter-act ballooning bond payments. <br />General Conditional Use Permit Criteria: <br />The Planning Commission is to consider the following general criteria in its recommendation to the City <br />Council: <br />(1) The use will not create an excessive burden on existing parks, schools, streets and other public <br />facilities and utilities which serve or are proposed to serve the area. <br />Installation of Billboards will not create or cause a burden to public facilities. <br />City ofMounds View <br />
