South of State Highwcry 10 there <br />are five residential properties fi�om where the billhoards would be visible. <br />The use, in the opinion of the City Council, is reasonably related to the overall needs of the City <br />and to the existing land use. <br />The Crty Council does believe that the installation of billboards is integrally related to the <br />overall needs of the City and to the existing lcrnd use <br />The use is consistent with the purposes of the Zoning Code and the purposes of the zoning district <br />in which the applicant intends to locate the proposed use. <br />With the adoption of Ordinance 644, the proposed billboards ar•e consistent with the purposes <br />of the Zoning Code and the purposes of the zoning distr�ict in which they are to be locatec� <br />The use is not in conflict with the Comprehensive Plan of the City. <br />The Comprehensive Plan (either version) does not address the issue of billboards. <br />The use will not cause traffic hazards or congestion. <br />Studies comnaissioned by highway safety crnd t�arrsportation groups and agencies find no <br />correlation between billboards and accidents. <br />Adequate utilities, access roads, drainage and necessary facilities have been or will be provided. <br />Access to the billboards will be gained via existinggolf course pathways and service <br />roads. <br />Given the review of the adverse effects snecific and general conditional use requirements, it <br />appears that the proposal to install billboards at the Brid�es Golf Course is consistent with the <br />Crtv Code and Ordmance 644 <br />City ofMounds View <br />
