"'____ <br />Item #5 <br />City of Mounds Vzew <br />Planning Commission <br />Report <br />Meeting Date: March 1, 2000 <br />Title: <br />CONSIDERATION OF RESOLUTION 606-00, A RESOLUTION A.PPROVING SIX <br />OUTDOOR ADVERTISING SIGNS ON GOLF COURSE PROPERTY <br />Bacliground: <br />The Planning Commission discussed this request at its February 16"' meeting, at which time public <br />input was taken regarding the Eller Media proposal to install six billboards on Bridges Golf <br />Course property. Most of the discussion was focused on three specific items, the foremost being <br />the spacing and location of the six billboards in relation to proposed billboards on the adjoining <br />Sysco property. The other two issues concerned the control of advertising content on the signs <br />and the physical design of the signs, in that all of the signs erected should maintain a uniform and <br />consistent design theme. <br />As a reminder, the following are general requirements pertaining to the siting of billboards: <br />• Billboards shall be located at least 250 feet from a residentially zoned property. <br />• Minimum spacing shall be 1,000 feet. <br />• Maximum sign area shall be 700 square feet per side. <br />• Maximum height is 35 feet. <br />Discussaon: <br />With regard to the possible adverse effects and the general conditional use permit requirements <br />concerning this request, staff has indicated that in its judgment and opinion, installation of the <br />proposed signs would not adversely affect property owners in the immediate area. In addition, <br />staffreported that the proposed signs would be consistent with the Municipal Code and satisiied <br />the general conditional use permit requirements of Section 1125.01, Subd. 3b. <br />As far as the issues raised by the Planning Commission, City staff and the City Attorney will be <br />meeting with DeLite and Sysco representatives to begin negotiations pertaining to the positioning <br />and spacing of the City's signs in relation to the signs proposed by Sysco. This meeting has been <br />tentatively scheduled for Monday, February 28, 2000, which will take place before the Planning <br />Commission's meeting on March 1, 2000. Staffwill report to the Commission the results of this <br />meeting. <br />
