Stipulation 1 states "The City should retain <br />the right to refuse objectionable advertising content per its lease agreement with the vendor." The <br />City Attorney will ensure that whatever language is included pertaining to this issue would be <br />consistent with the First Amendment. 5tipulation 2 states "All of the billboards should be <br />constructed of similar materials and should maintain a consistent design theme as presented on <br />Page 6 of the Eller Media proposal." These two stipulations make clear the Commission's intent <br />in its recommendation to the City Council. <br />Given the review of the adverse effects, specific and general conditional use requirements, it <br />appears that the proposal to install billboards at the Bridges Golf Course is consistent with the <br />City Code and Ordinance 644. <br />Recommen�'ation: <br />In consideration of the above-stated findings, staff is recommending that the Planning Commission <br />adopt Resolution 606-00, a resolution which recommends to the City Council approval of Eller <br />Media's proposal to install six outdoor advertising signs on Bridges Golf Course property, with <br />stipulations.
