_ _- <br />Item # 5 <br />City of Mounds View <br />Planning Commission Report <br />Meeting Date: March 15, 2000 <br />Title: <br />PUBLIC HEARING AND DISCUSSION REGARDING A CONDITIONAL USE PERMIT <br />AND DEVELOPMENT REVIEW REQUESTED BY MESSIAH LUTHERAN CHURCH. <br />Introduction: <br />Messiah Lutheran Church, (herein after referred to as simply "Messiah") located at 2848 County <br />Road H2, has requested city approval of a conditional use permit and development review to <br />allow for an expansion of their facility. The subject property is zoned R-1, which allows churches <br />as a conditional use. Currently, Messiah does not have a conditional use permit. The <br />development review is necessary according to Section 1006.06 of the City Code, which requires <br />that any development, redevelopment or expansion of existing facilities be reviewed by the <br />Planning Commission and City Council. <br />Bacltground: <br />Messiah has been at its present location in Mounds View since 1941, when a white wood framed <br />structure was built on what is now the back parking lot of Luther Hall at the southwest corner of <br />Knollwood Drive and County Road H2. By 1951, the basement of Luther Hall was constructed <br />with the main floor of the church added in 1956. The present Church structure across the street <br />on the southeast corner of Knollwood and H2 was built in 1961, with an expansion occurring <br />again in 1974, The old church building (now Luther Hall) was remodeled to serve as youth <br />education space. <br />The building expansion, which is proposed in two phases, will be of brick and would match the <br />architecture and design of the existing building. The first phase of the proposed expansion will <br />involve two small additions totaling 5,220 square feet to the church and a partial parking lot <br />removal and replacement. The west single-story addition will add office space and a meeting <br />room while the two-story addition on the east side will add a more spacious lobby and �athering <br />area, more classroom space, a larger mechanical room, an elevator and restrooms. Two houses <br />owned by the Church, 7225 Knollwood Drive and 2824 County Road H2, will be removed to <br />make room for the expansion. The second phase of the proposed expansion will involve more <br />ambitious building additions, which would serve as an expanded worship area and classroom <br />space. The construction of the second phase, which is proposed in three to five years, would add <br />approximately 27,505 square feet to the building. <br />
