After the first phase of construction, 188 stalls will be available. The construction of <br />the second phase will reduce the available parking to 176 stalls. The church, under existing <br />conditions, significantly exceeds the City's parking requirements, based on a maximum seating <br />capacity of 300. Construction of the second phase will increase the parking requirements for the <br />site; yet even so, it is anticipated that the site will continue to be over-parked. Seven handicap <br />accessible stalls are shown on the plans, which would comply with Americans With Disabilities <br />Act (ADA) standards and requirements. <br />First phase construction will remove all of the e�sting parking areas with the exception of the <br />parking area immediately south of the building in the area designated for second phase building <br />construction. One of the two accesses to Knollwood Drive from this remaining parking area will <br />be closed, and no connecting access will be made to the expanded parking areas. This remaining <br />parking area would be removed upon construction of the second stage of the building expansion. <br />(The plans sent to the Planning Commission do not indicate that this parking area will be retained; <br />staffwill present a plan which indicates as much at your meeting.) <br />Wetland Bu ffer: <br />While the building expansion itself will not fall within the 100-foot wetland buffer setback, the <br />parking lot expansion and proposed stormwater holding pond do encroach into the buf%r area. <br />As a result, Messiah will need to apply for and be granted a wetland buffer permit. Because Rice <br />Creek Watershed District as well as the City's own engineers are involved in the review of the <br />proposed on-site drainage and stormwater management, approval of the buffer permit could be <br />considered a required formality. <br />Landscapin� <br />The applicant proposes to remove more than one hundred significant trees from the property, <br />dramatically altering the wooded character of the site, It is imperative that a landscape plan be <br />submitted which shows in specific detail the proposed planting schedule, including species, <br />
