The findings of the <br />Planning Commission shall be based upon, but not limited to, the following factors: <br />• Relationship with the CoinpJ°ehensive Plan. <br />• The Geographical Area Involved <br />• Whether such use will tend to or actually depreciate the area in which it is proposed. <br />• The Character of the Surrounding Area <br />• The demonstrated need for such a use. <br />The Planning Commission believes that the Comprehensive Plan encourages the development <br />and maintenance of residential areas so as to improve the quality, appearance and attractiveness <br />of housing units and residential property in general. The Comprehensive Plan designates this <br />property, 7474 Groveland Road, as low-density residential. Most of the lots in this area of <br />Mounds View are either the same size as the subject property or larger with a good mix of <br />housing styles. Given the size of the lot, the number of mature trees and the complete bacicyard <br />screening accomplished by the wood privacy fence, it is not believed that the construction of the <br />proposed 400 square-foot shed would depreciate the neighborhood in any way. This proposal <br />does not conflict with the Comprehensive Plan and would fit with the general character of the <br />neighborhood. The applicant has stated the existing shed is too small to suit his storage needs <br />and has thus requested approval of the larger shed. Staff inspected the property and believes that <br />the 400 square-foot shed would not appear out of place, would be more than adequately screened <br />from the neighbors and would maintain a sense of balance and proportion on the property. <br />The applicant has submitted a non-binding list of signatures of neighbors and area residents who <br />would not be opposed to the oversized shed. The property owners adjacent to the applicant do <br />not oppose the proposed shed. <br />Recommendation: <br />Given the above findings, the apparent support of the neighbors, the more than adequate <br />screening and the fact that proposal would meet all applicable requirements of the City Code, <br />staff is recommending that the Planning Commission approve Resolution 618-00, a resolution <br />recommending to the City Council approval of this conditional use pennit request, subject to <br />stipulations. <br />; <br />�.�! c:�uvt� �2�.�-vz—� <br />James Ericson, Planner <br />Attachments: <br />1.
