The <br />primary access would be taken from Edgewood Drive, in the location of the present curb cut on <br />Edgewood Drive. There is some question as to whether Ramsey County Traffic Engineers will <br />allow for the proposed right-in right-out, or any access for that matter, on Highway 10, due to the <br />presence of the deceleration lane for Edgewood Drive. The site plan will be forwarded to <br />Ramsey County for their comment and review in conjunction with the preliminary plat. <br />Drainage and Utilitv: <br />The applicant has submitted plans to Rice Creek Watershed District for review, who has <br />administratively approved of the concept plans calling for the relocated stormwater pond. Mike <br />Ulrich, the City's public Works Director, and SEH Hydrologist Rocky Keehn have reviewed the <br />proposed drainage and utility plans and have recommended changes. These plans are in the <br />process of being revised in accordance with the suggestions changes and may be available at the <br />time of the Commission meeting on June 7. It is anticipated the applicant would need to work <br />within the delineated wetland to install the required storm sewers, which would also need to be <br />approved by Rice Creek watershed District. <br />Trailwavs: <br />It has been suggested that the developer shall be responsible for installing a bituminous path <br />around the wetland that would connect to the Community Center as well as to the proposed <br />Walgreens / Culver's development. In addition, there is a strong desire to install bituminous <br />pathways along the Highway 10 Corridor as indicated in the Mounds View Comprehensive Plan <br />and as recently evidenced with the construction of the movie theater across from City Hall. In <br />that case, the theater developers were required to install 1,7001ineal feet of paved trails along <br />Highway 10 on theater property. The Walgreens site plan as proposed would not allow for a <br />trailway to be installed along Highway 10 as the parking lot is shown to be set back five feet <br />from the property line. Because the City requires 7-foot wide trails, the parking lot would need <br />to be set back from the property line a minimum of 10 feet. It is not know if the site plan could <br />be arranged in such a way to allow for this, but staff would suggest it be done to accommodate <br />the Highway 10 trailway off of the County right of way. <br />Major Subdivision Discussion: <br />Preliminarv Plat: <br />Mr. Cunningham has arranged to have a complete and full survey done on the City Hall property, <br />public works property, the Community Center, the Midland Videen site and the remnant parcel. <br />This survey is included with your staff report for your reference. Utilizing the information <br />obtained from the survey, a draft preliminary plat was drafted. While this too is included for your <br />reference, it is only labeled as "Exhibit99 in the lower left hand corner of the plan. The proposed <br />plat has not yet been identified with a name.
