erected or enlarged or expanded <br />in height or ground coverage. <br />(b) Number of Spaces: Off- <br />street automobile parking space <br />shall be provided for each use <br />as follows: <br />Dwellings: One space per dwell- <br />ing unit <br />Motels: One space per unit <br />Churches: One space for every <br />three (3) seats or one space for <br />every five (5) feet of pew <br />length <br />Hospitals: One space for every <br />three (3) beds <br />Places of assembly such as: <br />Libraries, Museums, etc.: One - <br />space for each five (5) seats or <br />bench seating spaces, based on <br />maximum capacity. <br />Schools: 1.25 spaces for each <br />classroom in grade schools and <br />one space per classroom and an <br />additional one space for every, <br />seven (7) pupils included in the <br />design capacity of High Schools. <br />(c) Size of Parking Space. Space.. <br />for a single vehicle shall be not <br />less than nine (9) feet by twen- <br />ty (20) feet with adequate aisles <br />for ingress and egress. A gen- <br />eral standard of 300 square feet <br />per space shall be used for com- <br />puting parking requirements. <br />(d) Location <br />(1) Accessory off-street park- <br />ing spaces which are not en- <br />closed may be located in any <br />required yard other than the <br />front yards or side yards abut- <br />ting upon a street. Enclosed <br />off-street parking space shall <br />not be permitted in any re- <br />quired yard except a rear yard. <br />A garage structure, when lo- <br />cated in a required rear yard, <br />shall be set back at least five <br />(5) feet four either side lot line. <br />(2) Spaces accessory to one and <br />two-family dwellings shall be <br />on the same lot as the principle <br />use served. <br />(3) Spaces, accessory to multi- <br />ple -family dwellings_, shall be <br />on the same lot as the princi- <br />pal use served. <br />(4) Spaces in the "R-3" Dist- <br />ricts shall be at least fifteen <br />(15) feet from any street line <br />and at least ten (10) feet from <br />any building and at least five <br />(5) feet from any lot line. <br />(e) Repairs. There shall be no <br />commercial automotive repairs <br />on a lot in a Residence District. <br />(f) Screening. - All open off- <br />street ,parking areas having <br />more than six (6) parking <br />spaces shall be effectively <br />screened from any adjacent "R- <br />IA", "11-113", or "R-2" residen- <br />tial lots by a densely planted <br />hedge at least four (4) feethigh <br />or a wall or fence at least four <br />(4) feet high and at least sev- <br />enty-five (75) percent opaque. <br />Such hedge, wall or fence shall <br />in no case exceed six and one- <br />half (6-1/z) feet in height. <br />(g) Surfacing. All open off- <br />street parking area shall be im- <br />proved with a durable and dust - <br />free surface. <br />(h) Drainage. Off-street park- <br />ing areas shall be so graded and <br />drained so as to dispose of all <br />surface water. Drainage plans <br />shall be subject to the approval <br />_ of the Village Engineer. <br />(i) Lighting. All lighting used <br />to illuminate off-street parking <br />areas shall be so arranged as to <br />deflect light- away :from adja- <br />cent property in residential use. <br />5.1-3 Existing Yards <br />If, at the time this Ordinance <br />becomes effective, existing <br />houses on 50% or more of the <br />frontage of any block have a <br />predominant front ,yard greater <br />than that herein specified, all <br />buildings hereafter erected shall <br />conform to this predominant <br />front yard depth. <br />5.1-4 Residence Relocations <br />(a) It shall be the stated policy <br />of the Village of Mounds View <br />to maintain a harmonious and <br />high standard of residential de- <br />velopment and to protect such <br />areas from deletereous effects <br />through insuring- thatboth new. <br />and relocated dwellings from - <br />ether areas, both within the Vil- <br />lage of Mounds View and from <br />outside, shall meet specified re- <br />quirements. - <br />(b) Such relocations of dwellings <br />as stated above shall be permit- <br />ted in the zoning district where <br />,all necessary specifications as to <br />lot sizes, set -backs, type of use, <br />height regulations and all other <br />conditions as laid down in this <br />Ordinance and building code are <br />met. <br />(c) In addition, such relocations <br />shall require a special permit <br />from the Village Council where <br />the following provisions shall be <br />met: <br />(1) The applicant shall file an <br />application giving the legal de- <br />scription of the land upon <br />which the building is to be <br />moved, the nature of the build- <br />ing to be moved, together with <br />a certified property search of <br />property owners within 250 <br />feet of the new location. - <br />(2) The application -shall be ac- <br />companied by a written con- <br />sent and approval of at least <br />fifty (50) per cent of the pro- <br />perty owners within 250 feet <br />of the relocation. <br />(3) The application shall be re- <br />ferred to the Village Council <br />who shall set a time and place <br />for a public hearing, giving at <br />least ten (10) days notice of <br />such hearing. . <br />(4) All property owners within <br />250 feet of the relocation pre.u- <br />ises shall be notified of t'le <br />hearing by mail .and at sa'.d <br />hearing the applicant and any- <br />one appearing in opposition <br />thereto shall be heard. - <br />(5) The Building Inspector <br />shall also give areport to the <br />Council and after hearing t,e <br />matter the Council may grant <br />or reject the issuance of a per- <br />mit. <br />5.1-5 Lighting Regulations. Any <br />illumination, whether affixed to <br />a building or otherwise with77.n <br />a lot in any "R" - District shall <br />not be permitted to beam be- <br />yond the lot lines wherein it is <br />located.. - <br />5.2 "R -1A" & "R-16^ SINGLE <br />FAMILY .RESIDENCE DIST- <br />RICTS <br />5.2 -1 Permitted Principal Uses <br />(a) One family detached dwell- <br />ings <br />(b) Public parks and, play- <br />grounds <br />(c) Existing railroad rights-of- <br />way for the movement of <br />through trains but not to include <br />switching, storage yards or sid- <br />ings. <br />(d) Churches, convents, public <br />and parochial schools,. universi- <br />ties and colleges, libraries, mu - <br />scums, and galleries, City Hall,_ <br />fire stations and similar public <br />uses provided that no structure <br />or building shall be nearer than <br />30 feet to any lot line of any <br />adjacent lot in an "R" District. <br />(e) Transitional uses. <br />(f) Agriculture excepting com- <br />mercial animal f a r in s, fur <br />farms, kennels, and poultry <br />farms, but including truck gar- <br />dening and other horticultural <br />uses. <br />Sales of products produced may <br />be conducted on the premises <br />from a roadside stand but such <br />stand shall not exceed one story <br />in height or 500 square feet in <br />floor area; and no portion of <br />
