C(2), <br />commercial or industrial planned unit development; and <br /> <br />WHEREAS, the applicant has provided the information <br />required by Chapter 40.24, Subd. E(l), general concept stage; and <br /> <br />WHEREAS, the Planning Commission and City Council have <br />reviewed the Concept Plan taking into consideration the <br />requirements of Chapter 40.24, Subd. D(2); and <br /> <br />WHEREAS, the Planning Commission and City Council have <br />been provided the information required by Chapter 40.24, Subd. <br />E(2), Development Stage; and <br /> <br />WHEREAS, the Planning Commission and City Council have <br />reviewed the on-site circulation, there being no public streets <br />or pedestrianways proposed; and <br /> <br />WHEREAS, the Planning Commission and City Council have <br />reviewed the land use proposed and recognizes it is appropriate <br />given the site zoning and is in accordance with the Comprehensive <br />Plan; and <br /> <br />WHEREAS, the Planning Commission and City Council <br />recognizes the timing of the project and approves the schedule <br />dependent upon the developer obtaining the needed approvals; and <br /> <br />WHEREAS, the Developer, Everest Development, has requested <br />approval of a wetland alteration permit to carry out grading work <br />associated with the development proposal for Mounds View Business <br />Park South; and <br /> <br />WHEREAS, a wetland alteration permit is required as a <br />result of the placement of structures within the wetland buffer <br />zone. <br /> <br />WHEREAS, the City Council, Planning Commission, City Staff, <br />and the City's Engineering Consultant have reviewed this <br />development request; and <br /> <br />WHEREAS, this development must conform to the requirements <br />of Chapters 48 and 49A becaUse this development is in a wetland <br />zoning district; and <br /> <br />WHEREAS, Chapter 48.05, Subd. 5 A, Band C requires all <br />land proposed to be subdivided and lying within a wetland zoning <br />district to have the following: <br />
