Removal of Contaminated Fill Prior to approval of the development stage plan, the property owner/developer shall provide an assessment as to the composition of the fill on the office site, and if this fill has been placed in this location in violation of wetland protection regulations. The City Council shall determine if the fill is in compliance with wetland regulations, and if not, the fill shall be removed and the wetland restored. If the area may remain in fill, any debris such as concrete or asphalt present in the existing fill dirt shall be removed, and shall be replaced with clean fill dirt. 23.
