<br />. <br /> <br />, <br /> <br />Resolution 5173 <br />Wetland Altcration Pennit -- Good Value Homes <br />Planning Case No. 506-97 <br />Dccemhcr 8, 1997 <br />Page 3 <br /> <br />. <br /> <br />No alteration shall be allowed <br />which endanger... the health, <br />safety or welfare of persons or <br />which may result in unusual road <br />maintenance cost." or utilit)' line <br />breakage. <br /> <br />The health, safety and welfare or persons in and around <br />this area will not be cndangered by this development, nor <br />will it rcsult in unusual road maintenance as the roads arc <br />already in place and are functioning as anticipated. <br /> <br />NOW, THEREFORE, BE IT RESOLVED that the Mounds View City Council <br />approves the wetland alteration permit requested by Good Value Homes, contingent upon the <br />following: <br /> <br />1. Plans and supporting documentation for controlling erosion shall be provided by <br />the applicant and approved by the Community Development Director prior to the <br />issuance of any grading or building permits. <br /> <br />2. <br /> <br />The pervious surface areas of the lots shall be sodded or landscaped (up to the ten- <br />foot natural vegetation strip along the wetland) to prevent substantial soil loss from <br />the site. This will need to be accomplished before certificates of occupancy are <br />issued. <br /> <br />3. <br /> <br />Only clean fill, substantially free of chemical pollutants and contaminants, shall be <br />brought onto the site. <br /> <br />4. <br /> <br />The minimum building elevation for the homes to be constructed on these two <br />lots shall not be less than that specified in the City's Local Water Management <br />Plan. <br /> <br />5. <br /> <br />No waste--solid, hazardous or otherwise--shall be allowed to enter directly or <br />indirectly into the wetland. <br /> <br />6. <br /> <br />A ten-foot wide strip of naturally vegetated land shall be left unlandscaped and <br />included within the easement area to further protect against contaminants <br />(fertilizers, etc.) from entering into the wetland. <br /> <br />7. <br /> <br />The homes' foundations shall not exceed 2,000 square feet nor shall the homes be <br />setback more than thirty feet from the front property line. In addition, the homes <br />shall maintain a minimum 25-foot setback from the rear drainage easement. <br /> <br />8. <br /> <br />No work (landscaping, mowing, filling, excavating, removal of vegetation, or any <br />other alteration of any kind) shall be permitted within the easement area. <br /> <br />9. <br /> <br />The applicant shall arrange to have Ordinance No. 608 (the Ordinance authorizing <br />the partial vacation of drainage easement area over Lots 17 and 18,) recorded with <br />Ramsey County and provide proof of such recordation to the City before any <br />building or grading permits are issued. <br /> <br />-- <br /> <br />. <br />
