Only clean fill, substantially free of chemical pollutants and contaminants, shall be <br />brought onto the site. <br /> <br />4. The minimum elevation for the building on this site shall not be less than 900.3 as <br />specified in the City's Local Water Management Plan. <br /> <br />5. No waste--solid, hazardous or otherwise--shall be allowed to enter directly or <br />indirectly into the wetland. <br /> <br />6. Mr. Hofstede shall execute and arrange to have recorded with Ramsey County an <br />easement document which dedicates to the City for public purposes an easement <br />over the entirety of the wetland, including the adjacent five-foot natural area <br />surrounding the wetland. <br /> <br />7.
