MINUTES OF THE PROCEEDINGS OF THE <br />PARKS AND RECREATION COMhfI3S20N <br />CITY OF MOUNDS VIEW <br />COUNTY OF RAMSEY <br />STATE OF MINNESOTA <br />Regular Session <br />January 22, 1976 <br />City Hall <br />Call to Order The Mounds View Parks 6 Recreation Commission met in <br />special session and was called [o order by Chairman <br />Peterson at 7:50 p.m. <br />Roll Call Chairman Vern Peterson, Commissiovers Jacque Coplin, <br />Wayne Burmeister, Wayne Weflen, Gordon Fedor and Kip <br />Lundquist. Also present were Roger Baumgartner, Council <br />Representative; Doug Bryant, Director; Marcia deLaBruere, <br />Program Supervisor; and John Turrittin, Landscape Archi- <br />tect. <br />Approval of Motion by Commissioner Burmeister and secon�ed by <br />Minutes Commissioner Weflen to approve the minutes�of January <br />8, 1976. The motion passed unanimously. <br />Chairman's Chairman Peterson opened the meeting reflecting his <br />Report thoughts on developing a city you�n center. He Sugge�tad <br />that an annual fee could be chaxged to help pay for the <br />staffing requirements. Ac[ivities would include pool, <br />ping pong, active and passive games, movies, and special <br />events. A brief discussion followed. <br />Peterson concluded the discussion on the youth center by <br />requesting the Director to meet with Sunrise Methodist <br />Church, Jaycee's and other interested groups on devalop- <br />ing a city wide youth center or program. <br />Woodcrest A preliminary concept plan was presented by Landscape <br />Park Architect, John Turrittin. Discussed was the drainage, <br />� landscape mounding, future plans for the hockey rink, <br />parking, shelter buildings, tot equipmen[, and estimated <br />construction costs. Special suggestions included: <br />a.) Eliminate low native area. <br />b.) Provide for spacial definition. <br />c.) Seek easement across non-park property <br />for bicycle and pedeserian movement. <br />d.) Move high-use ac'.ivities to community parks, <br />phasing out ho.:key rink for organized play <br />at Woodcrest. <br />e.) Provide pedestrian access from Sllver Lake <br />Road by bridge. <br />f,) Provide creative play environment using wood <br />structures. <br />g.) Provide limited parking space (10 cara) for <br />informal use of park. <br />h.) Provide at a later date a neighborhood ball- <br />field. <br />
